It has tons of new stuff, entire new towns and a comprehensive end game, and also has the respec potion in it anyway. If you want to make a new character anyway to just replay the game there is a popular mod called synergies ( ) that people always recommend and it would be the same process.
He uses this I think (but it could be this: ) so you should just be able to download it from here: and I think it's literally as easy as putting the file that ends with.
I think the modded game has different save files than the unmodded so you might have to copy over some stuff from one to the other. He's on steam, but I can't imagine it would matter if it was on EGS. If I remember correctly you can even get rid of it after you have it so it's not a huge deal. My friend uses the respec potion all the time from a mod, has never been declared a cheater.
